"Civil Society Groups Urge Urgent Action on Ivory Coast Philippe Bolopion of Human Rights Watch says the UN must increase the capacity of its peacekeeping mission to allow it to enforce its mandate"
"A coalition of 32 international and African civil society organizations says greater measures are urgently needed to protect civilians and meet fundamental humanitarian needs in Ivory Coast.
In a report released Friday, the group says the humanitarian situation caused by the ongoing conflict in Ivory Coast has reached a critical level.
Philippe Bolopion, the UN advocacy director for Human Rights Watch, one of the 32 organizations that prepared the report, tells VOA the UN Security Council must increase the capacity of its peacekeeping mission in Ivory Coast to allow it enforce its mandate.
“We think that the situation is extremely worrying right now in Cote d’Ivoire, and we really feel that the international community has not really stepped up to the plate as it should. People are being killed daily in Ivory Coast, and we are really on the brink of a resumption of a full-fledged civil war, and the victims of the conflict so far have been mainly civilians. And so we think it’s really time for the (UN) Security Council and the UN system in general to react very strongly,” he says.

Since its beginning, the Ivory Coast conflict has reportedly killed more than 460 civilians and caused dozens of politically-motivated rapes as well as illegal detentions.
Bolopion says while supporters of both incumbent President Laurent Gbagbo and internationally-recognized President Alassane Ouattar have committed human rights violations, Gbagbo supporters have been responsible for more serious violations, he said.
“There is no question, from our research, that the forces under the command of Laurent Gbagbo have been responsible for extremely serious human rights abuses. We actually think that they qualify as crimes against humanity. Now, on the other side, on the pro-Ouattara side, there is a new emerging pattern of abuse which might not be serious in terms of numbers so far but which match the other side in terms of cruelty,” Bolopion says.
In its report, the coalition calls for those responsible for serious rights abuses to be held accountable for their crimes.
Leaders of the Economic Community of West African States (ECOWAS), after their meeting Thursday in Abuja, Nigeria also urged the United Nations to strengthen the mandate of its peace mission in Ivory Coast.
Bolopion says the coalition of civil society organizations are also urging the UN Security Council and its member states to equip the UN peacekeeping mission in Ivory Coast to enable it to effectively protect civilians
“In my view, the peacekeeping mission in Cote d’Ivoire has already a very strong mandate. It has a mandate that allows it to use force to protect civilians. What they need to do is better implement this mandate when it comes to protecting civilians,” Bolopion says.
The group also urges the UN Security Council to expedite the arrival of 2,000 additional peacekeepers that were authorized several weeks ago and have not arrived and provide them with the proper equipment and training.
Bolopion says the coalition is also urging the Security Council to sanction Laurent Gbagbo for his role in the ongoing crisis.
“We also think that the Security Council needs at this point to sanction Laurent Gbagbo for his involvement in the current situation. We think that the Security Council should adopt an asset freeze and a travel ban to and should increase the pressure on people around him who might be"

"Gbagbo Threatens Western Journalists"
"Ivory Coast's incumbent president is warning international journalists they will be considered “accomplices to terrorists” if they do not present a more balanced picture of the country's political crisis.
Laurent Gbagbo said Tuesday in a statement read on state television by his spokesman that international media are making up atrocities committed by his supporters. For example, the statement said journalists fabricated reports security forces shelled civilians in an Abidjan neighborhood last week. The United Nations has said the attack could constitute a crime against humanity.
Mr. Gbagbo also accused the media of failing to report killings and other crimes committed by supporters of his rival, Alassane Ouattara.
Mr. Ouattara has been recognized by the United Nations and the African Union as the winner of last November's presidential election, but Mr. Gbagbo has refused to relinquish power.
Since the election, supporters of the rival presidents have engaged in intense fighting, sparking fears that Ivory Coast may be on the brink of a renewed civil war.
Earlier Tuesday, the U.N. peacekeeping mission in Ivory Coast said forces loyal to Mr. Gbagbo are repairing an attack helicopter and preparing multiple rocket launchers for use.
The mission called the weapons “a grave threat to the civilian population” and warned Gbagbo forces that the U.N. would act if such weapons are used.
Earlier, Mr. Ouattara called on the United Nations to authorize “legitimate force” to protect civilians.
The U.N. says more than 435 people have been killed in post-election violence.
Aid groups say about 90,000 people have fled to neighboring Liberia and some 300,000 have been displaced in the main commercial city of Abidjan.

"La Ligue ivoirienne des droits de l’homme dénonce des crimes contre l’humanité en Côte d’Ivoire"
"Alors que les violences continuent en Côte d’Ivoire, près de quatre mois après le second tour de l’élection présidentielle, et que l’on commence à parler d’un Etat en pleine guerre civile, la Ligue ivoirienne des droits de l’homme tente d’alerter la communauté internationale sur les graves et massives violations des droits de l’Homme commises dans le pays.
« Le droit à la vie est banalisé », déplore l’ONG. En effet, à ce qui apparaît comme des tueries et assassinats classiques à l’arme à feu ou à l’arme blanche, se sont ajoutées les tueries à la roquette, aux obus et au bûcher ou à la torche (consistant à asperger des individus de liquide inflammable et à les brûler). Les sources onusiennes recensent près de 500 morts, de 100 disparus, de 900 arrestations, sans compter 1000 blessés, plusieurs centaines de milliers de déplacés et plus de 90 000 réfugiés au Libéria. D’après la Ligue des droits de l’homme, ces violations s’apparentent à des « crimes contre l’humanité ».
Les militants dénoncent par ailleurs la destruction et le pillage de biens privés : les domiciles et les biens des cadres proches d’Alassane Ouattara et de Laurent Gbagbo, ou ceux du personnel de l’Opération des Nations Unies en Côte d’Ivoire (ONUCI) ont été saccagés.
La Ligue ivoirienne dénonce d’autres violations des droits de l’homme : attaque de lieux de culte musulmans, atteintes à la liberté de la presse par l’intimidation et le harcèlement de journalistes, ou encore disparitions de nombreuses personnes, qui sont le plus souvent enlevées de nuit à leurs domiciles, ou arrêtées à des barrages par des hommes en armes.
Relayée par la Fédération internationale des ligues des droits de l’homme, qui regroupe 164 organisations à travers le monde, la Ligue ivoirienne demande aux belligérants de cesser les affrontements, et à la force d’intervention des Nations-Unies d’accroître ses capacités opérationnelles pour pouvoir protéger de façon « réelle et effective » les civils, « conformément à son mandat »."
